In 1983?  I'll go from memory, though keep in mind I was only around 7 or 8 years old in '83.

Happy Days was still pretty popular, (even though it was in it's final crappy years) every Tuesday me and my sister watched that.
Different Strokes and The Facts of Life were very popular.
Webster was just starting out I believe.
Family Ties and Cheers were in their early years, and I believe Family Ties started with good ratings.
Cheers didn't, but later on it obviously did great.
I remember Benson (the Black butler truned Lt. Governor) was popular in 1983.
There was a show called Too Close for Comfort that was kinda popular around then too.

Yeah, I was only 7 too! But, I do remember Happy Days, La Verne and Shirley (at that time, it was more La Verne than Shirley when she moved to California), Different Strokes, The Facts of Life, Webster, Benson, and Too Close For Comfort (Hello Monroe!). I'm going to google for more.
