Subject: PLEASE HELP ME WITH THIS

I am looking for a movie. My boyfriend can't remember much about it. He knows it is an eighties movie. Its about a boy who falls in love with a girl but she already has a boyfriend, he is in a "gang". One guy owns two doberman pinchers and another guy has BB Guns. The cover shows two girls and two guys, one girl is in a red dress and they are all leaning against a wall covered in graffiti. He said the movie starts with the two girls sitting outside and one is drinking a beer. The boy rides by on his bike and he is being chased by some other boys.
I know this is not a lot of information but any suggestions as to the title is GREATLY appreciated. I hope someone knows ;D Thank you
