in the song it means "cooking pot" it was changed from the original song, which had a word that meant marijuana that sounded similar.. this was because Musical Youth were minors at the time..

Exactly. "Pass the Dutchie" was a cover of the Mighty Diamonds' "Pass the Kutchie" ("Kutchie"=joint, spliff etc etc)
