Perhaps it's "Telephone Line" by Electric Light Orchestra - though I think that was actually from the late 70's.

Could it possibly be that Pink Floyd song, the name of which I can't remember. It contains parts of an operator talking and dialtones.

I'm willing to wager that you're thinking of "Don Quichotte" by Magazine 60, a moderate hit here in the U.S. in the Spring of '86. In addition to the phone sounds you describe (dial tone, ringing, etc.), it had both a man & a female operator conversing by phone in parts of the song. (Man: "Operator, please get me Mr. Don Quichotte." Operator: "No...no...no, senor.") And yes, I'd definitely describe this song as a bit "weird" or "different", but it was actually quite good, IMO...

If the song is indeed, "Don Quichotte" by Magazine 60, you can find it on the first "Northern Exposure" soundtrack.("Music from Northern Exposure", released in 1992 on MCA Records) [There's also a compilation called "The Disco Years" that has it on it as well. It came out in 1995 on Rhino Records. I haven't heard this comp, so I can't vouch for it like the NE soundtrack. So, if you like the eclectic mix of music from NE, you can get it on the NE soundtrack. IF you're more into disco, the Disco comp would be a good choice. If this is the song you're looking for, that is . . . )
British-sounding chap: "May speak to a Mr. Don Keeshot, please?" Spanish-speaking Operator: "No, Don Quixote non esta qui!"
