For years now I have been trying to figure out who did a video in the mid-eighties. The song sounded very much like an alan parsons/steely dan style song and featured a couple in a fallout shelter. Can you help me figure out what this video was?

I believe you're thinking of "New Frontier" by
Donald Fagen (of Steely Dan) from Fagen's excellent solo album, "The Nightfly".
