Oh man, that is from "Up The Academy." (It had Ralph Macchio in it.) I watched that movie on HBO all the time in the early 80s.
It was said by Leisman. He had another memorable quote "You stick out like a turd in a punch bowl."
It has been many years since I've seen this movie, I wonder if I would find it as funny as I remember it being.
