Possibly done by a "one hit wonder".
It has a "Will to Power" (Remember them?) kinda feel. Could it be that THEY sing this song?

The song is "You Don't Know" by Scarlett & Black, a moderate hit here in the U.S. in the Spring of '88. (You're right, it would prove to be their only hit.) It was off their 1988 album, simply titled "Scarlett & Black". Unfortunately, the album is long out-of-print in all formats, although it did come out on CD here in the U.S. I have the cassette myself. I suppose they sounded a little like Will to Power...

I did some digging this morning, and unfortunately, that particular cassette of mine is packed away at the moment. I believe ILLINI_1 has it correct, though...
