The guy that sings the song "Politics of Dancing" sounds a lot like Rick Astley. Was he in the group before he went solo?

I personally don't think the guy even remotely sounds like Rick Astley. The "Politics of Dancing" album is on CD and is wonderful. They're should've been much more than a one-hit wonder.>
