Wasn't that a sketch in the um' show with the house with the gypsy woman (a puppet)Aurelia, I don't think what I want to call HattyTown ? was a full show of its own, but rather something they put on while the puppet characters were busy. yea, it had so and so Post and the Baker and the honorable Mayor...Topum Hat?? And (Constable) PC Copper??
But do you remember it being an actual show with it's own time slot? I thought it came on between other cartoons and sketches during the "house" show. Because in the house was also the "Bog Twins" in the attic?? These floppy ugly orange almost monkey wrap around puppets. And little boys who were nephews of Aurelia, and called her auntie, and she always directed them to watch this...and then the hats would come on. Yes or No?
The show itself wasn't named for Aurelia was it?I thought it was like Imagination Place or something.

I believe the show that you're referring to is called Pinwheel. It was an 80's children's TV show that aired mornings on Nickelodeon and was a show I watched as a child. The show comprised of puppets and live actors as well as cartoon shorts. One of the shorts was called Hattytown Tales which featured the claymation hats you're talking about. Here is a link with more information:
