Hello Everyone!!!

I am trying to remember the name of this movie that was released in the 80's.  The movie is about a little girl whose family was poor.  All of the children that lived in her neighborhood and went to school with her treated her badly.  The only friend she had was her dog.  In the movie one of the little girls from  the neighborhood was having a party and the poor little girl's mother saved up all of her money to buy material to make a dress for her.  She went through all of this only to go to the party and no one played with her.  When the little girl's mother told all the children at the party to come inside for cookies and milk, the poor little girl said that she would like some and the mother told her to go and drink from the hose outside the house.  The poor girl's father also got his hand cut off in one of the machines he used because they had a barn.  In the movie the girl's dog ended up dying and she went all about looking for him only to find out he had died.  The name of her dog was fuzz bucket Does anyone remember any of this?  I am trying desperately hard to remember the name of this movie and would appreciate if anyone replies that may could help me.

Oh, I think it was called "The Happiest Girl in the World."
(kidding).  
Is that movie for real?  Jeez, it would make "The Elephant Man" seem like a laff-riot.

I think it really happened and they made it into a movie I'm not sure though.  It was real depressing and I almost cried through the whole thing :'(
