I've been hearing this song at work lately. It's a restaurant where we use muzak, and this one is part of an eighties playlist. Sea sea sea shine on, (or see see see) is the only lyric I've been able to latch onto, and it's driving me nuts. The band has something of an echo and the bunnymen sound. I'm pretty sure the song you're hearing is "Shine On" by the British late 80s band House of Love. From memory it goes "she she she shine on"!
