Subject: Skuzzy '80's new-wave song search

This is hardly my first request involving the origins of a song, and I've had very little success in previous attempts, but I must try anyhow:
Who played this one? I don't remember the rest of it, but the chorus sort of went....
"Why did it have to rain today?
