Subject: 80's instrumentals

There used to be a song played very rarely on the radio in the early 80's that was mainly an instrumental (kinda techno-like). It featured a clip of a female TV news caster talking about the Cold War. She only spoke for short periods kinda faded in and out of the instrumentals. If anyone here likes a challenge, this would be it. I have been unable to find the title for this song for about 10-15 years. It's been very frustrating! Paul Hardcastle's "19" features newscasters talking about Vietnam.. but it's mostly male voices.. sounds similar though.. if you could remember a phrase or two that was spoken during it, you might be able to do a google search for it
