It's mostly instrumental. There is the repetition of the title regularly throughout the song.

i just think Suzi Quatro 'If you can't give me love' which is really unhelpful and also annoying as I've got the damn song in my head now ARRRRGGGHH....

Anyway, I finally found it. Not easy let me tell you.
"I can give you love" by Alphonse Mouzon
They played this theme once on "The Maury Povich Show" when they did an episode of family reunions - People who hadn't seen each other in over 20 years and some who'd never met before that episode. :)
