Probably the 2000s, just because big events like 9/11 and Obama's inauguration make it seem so important. Luddites might also be drawn to it, since most of the decade predated smart phones and modern social media.

The early 2000s already kind of feel like the '80s did, kind of. Pre-2001 is already very retro and nostalgic if you examine it. It's scary to say. But it's true in many ways.

It helps that the United States was at one of its peak period at both decades!
If you ask The Silent Generation and Baby boomers when America peaked, they say the 1950's and 1960's!
If you as Generation X, or the Millennials, they would say the 1980's and 1990's!
Capitalists really love the 1950's and 1960's, and pop culture was really fun in the 1980's and 1990's!
