After formally closing its doors early this year, it appears they are planning another comeback. Maybe with the 2018 shift and death of hipsters and all things 2010s in full swing this year, this might just be their lucky year. :)

JNCO is more of a 90's thing than a 2000's thing. The trend peaked in around 1997-1998.

I disagree with 1999.
According to The Cut, the company's sales in 1999 were about half of its 1998 sales.

They were still worn in the early 2000s though, even if their peak was in the late '90s.

Not that I was paying that much attention to fashion trends as a 10 year old, but I do remember wanting jeans with flames on them in 2003 ;D

JNCOs were a two-year fad in the late 90s and were on their way out by the year 2000. There was one guy in my class who kept wearing them past early 2000. He also kept his bowl cut after that was well out of style.
I know nostalgia is huge right now but I really can't see these catching on today.
