I would say 2013. Still a world before ISIS became really known, still a world before the tension with Ukraine, and still a world before Black Lives Matter became widely recognized - which all happened in 2014.
2012 is the first "more modernized" year with the escalation of mass shootings (Aurora, Sandy Hook, etc) and the Trayvon Martin incident. However, it still can't really pass for today in my opinion.

The Black Lives Matter movement is beginning to wind down somewhat and so is the whole ISIS scare.
I think, sooner than you think, the whole 2014-2016 SJW/political tension/hipster era will begin to seem a bit dated. Maybe by the summer of 2018, or possibly sooner, we will look back upon 2014 as "yesterday" once and for all.

If I don't look into detail, 2012. 2013, if I feel that picking 2012 feels too close to cheating, or an easy choice.

2010 I'd say, that's the last year that feels obviously different. If I were transported back to 2012, it would take a while to realize I'm in a different time period. ISIS/BLM/Ukraine aren't really relevant in my daily life.

2016 cannot pass for today because Ed Sheeran's Divide album and the live action Beauty and the Beast remake did not yet exist.

I normally don't read the conversations involving around US politics, to be completely honest, so it hasn't worried me in the slightest. :P

2013 is the oldest year that's basically like today. 2012 is kinda borderline, but 2011 definitely seems kind of old to me. Honestly 2011-2013 is a big change, people underestimate it here. 2011 is sorta old, 2013 on the other hand is almost the same as now.

2009 - 2012 are a little dated but not quite old to me yet. A lot of the things that we have today started in 2009. There was not a drastic change since the start of the 2010s. This decade has been very consistent ever since late 2008.

I guess it depends on what you mean for pass for today? If we are looking at specifics then probably 2013 but the general vibe and atmosphere of today would go back to 2008 - 2009. This was the period that we got a lot og things that are popular today and have been around for the entire 2010s decade.
