I've been in the men's bathroom dozens of times and I see some guys just leave the bathroom without soap and water or maybe just water and a paper towel and then leave. ::)

You just listen for the TP roll to be rattling around on the rack.  If you don't hear either that or the "riiiiip" of the TP tearoff, then you know that the stall occupant is, uh, *going commando*.  8-P

Well not everybody WANTS privacy.  Some people stick their feet under the stall partition or slip their business cards under there.

For my money, if I ever design a public bathroom, the partition doors are gonna go from floor to ceiling.  ;D

The partitions need a small gap under them so you can pass toilet paper underneath to the person next to you when they've run out.

However doors should not have gaps around them are should be nearly to the floor.  Many public bathrooms in the US had huge gaps around the doors.  I used to hate using them.  <shudder>

Nope, partitions that I design will be sealed, top to bottom. Leave a small gap and they'll be passing business cards.  Each stall will also have its own vent fan and fresh air intake, so that I do not have to inhale molecules that have been expelled from the digestive tracts of the other patrons.  8-P

Anybody wants TP from my stall, they can come in after I am done, if there's any TP left.  :P
