This may sound far-fetched, but with Obama in office, a new chapter reigns for America...but many will remember 9/11.
Can this happen to America again or not on Obama's watch?

Sure, but who cares? It's not the event that does the damage, it's the political reaction to the event that does the long-term damage.
To answer your question, it depends on how well the Solutions Backwards Initiative can play their cards to prevent the obvious response from taking hold. So far, so good, but time travel ain't like running a push poll, though, so the jury's still out on that.
Trent Reznor's documentary on the subject wasn't named Year Zero just because it sounded cool.

It can happen anywhere, any time - the only reason it hasn't happened more frequently is that, pretty much by definition, the sort of people who want to do this kind of thing are pretty stupid.
Anyone with serious brains wanting to cause mayhem would be able to without even being caught, let alone killing themselves.

Terror attacks are possible at any time.
Another terror attack as well coordinated as 9/11 is not very likely though. That took some serious incompetence on the part of our intelligence agencies to come to fruition.
