Subject: Why would the FBI wait two years to tell the public this?

Why did the FBI take two years to tell the public that their computers were hacked into? Was it because they did not want to look bad in the public's eyes....did they fear it would cause panic?
Or was it just business as usual for them?
Could this hacker have access to sensitive files?

Sounds like this guy Colon, most apropos name, had access to files on the Witness Protection Program. If he knew the whereabouts of people in the program, he could have charged a pretty penny to the parties who would want to shut those people up!
