Actually from 2005-2009 it started reversing and going back up in 90's-ness, mainly because of early 90's culture starting to come back. Even in 2004 with the release of GTA San Andreas there was some early 90's nostalgia, and the 2005 movie Just Friends had some mid 90's nostalgia. The 90's is a decade that never completely went away, even up to now.

We're still living in the shadow of the 90s because it was probably the last big outpouring of new culture in every area.

This is correct, but probably in a lot of ways people are not even thinking of.
Fashion trends that started in the 90s never left. Specifically long, baggy shorts for males, which are now worn year round, regardless of weather. This comes DIRECTLY from the early 90s. Before that, shorts for males were shorter and tighter, until Michael Jordan kicked up about it in the early 90s and everybody followed suit. Likewise the wearing of wool caps, which somewhere between the 90s and now took on the infantile name "beanies". These caps-as fashion-statement-that-isn't-fashion-statement (rather than wearing them simply because it is cold) stem directly from early 90s grunge. I'm sorry, but wearing these in the summer looks idiotic to me, but people, both male and female, do it all the time and it absolutely comes from the 90s.
In fact, the entire "schlub look", worn by all American males between the ages of ten and sixty, consisting of baseball cap, bulky T shirt, baggy shorts and big sneakers comes from the 90s. Look at photos from the 70s and 80s and you won't see this. Yeah, yeah, maybe a smattering of people wore baseball caps, but very few and nothing like today. Look at a picture of the sea of humanity at the 1969 Woodstock festival and tell me if you see any baseball caps. You'd have better luck finding a cell phone.
And again, maybe not something you were thinking of, but the obesity epidemic that runs rampant in America began in the 90s. Again, look at a picture of Woodstock. Half a million people in various states of undress and not an ounce of fat to be found. Look at a photo of any large gathering between the 90s and today and it will tell a different story. I know were not supposed to talk about it now because it's "fat shaming", but, I repeat, it began in the 90s.
The 90s really were the tipping point where the postmodern loop began, from which there seems to be no escape.

2000 - 95%. Still essentially the 90s
2001 - 55%
2002 - 15%
2003 - 10%
I'd say by 2004 the 90s was pretty much wiped out
