Probably because you live in Britain. These stickers were more of a US thing.

The 90s.
The decade in general seemed to have an obsession with toilet humor. It was the decade of jokes about pee, poop, farts, burps, boogers, and butts. The stickers are pretty much an extension of 90s crudeness. 1996 was probably the peak because according to an article I read, that's when they made the most noise: https://www.proquest.com/docview/426688011

I thought they were later. But then again people don't immediately take off their bumper stickers when they go out of style

Back in the 90s, besides the stickers of Calvin peeing on things, it seemed like every douchebag in a lifted pickup truck had NO FEAR and Bad Boy Club stickers on the back window. ;D

It was a kind of sticker you'd put on in the back of your car and it shown you "don't have a care" attitude.
