The term goes back to at least 1980, but became an internet meme around 2007-8, and the rest is history.

Biz Markie mentions it in his 1989 hit "Just A Friend"

Yeah I started hearing it in '07 I think. I thought it was kinda silly at first, but I've caught myself saying it, lol. ;) I guess when slang gets so common it kinda seeps into your mind, even unintentionally. People seem to most often use it like when someone gets busted or proven wrong, etc.

I don't trust the Urban Dictionary 'coz you can just make sh*t up.  

Step 1.  Create an lurid sounding phrase, such as: Nevada Fish Scaler.
Step 2.  Make up a revolting sex act to define the phrase, the more scatological the better, such as:

Step 3.  Submit to Urban dictionary and hope it gets around at frat parties!

What's to make up?  Plenty of normal couples go to Vegas for the weekend, but TSA takes their razors at the airport checkpoint, and after a long day's cross-country flight and a few beers, the polite version of the act mentions only the implications for the male's Elvis-style sideburns.

As evidence of Rules 34 and 35, I propose the following regional variant: sales of porn on Blu-Ray are low, because the "San Fernando Valley Fish Scaler" is a relatively unpopular fetish.
