I ought to know better, but I'm a sucker for monster stories.
Unfortunately, I don't think this beast is a demon, an alien, or an undiscovered sea creature; I don't think it's a dead dog, an unshelled sea turtle, a mutilated cat, or a raccoon. The, ahem, authoratative consensus seems to be it's either a photo of an old raccoon shot at a funny angle so its decomposing head looks turtle-like. I'm having trouble seeing the raccoon, but maybe I just haven't seen enough old dead ones!
I suspect it's bogus. As with most cryptozoological claims, the details surrounding its deposit and discovery are too sketchy. Photographic manipulation software and polymerplasty get better all the time. Furthermore, FOX News is pushing the story!
Anybody care to differ?

I saw the photographs online of this "creature" yesterday, and I was thinking... WTH? I couldn't tell you what it is, but it sure is ugly! :o

The photograph doesn't look natural to me.

The body of that thing does look rather canine. I'd say a pitbull is more plausible than a raccoon or a turtle!

So the military is now using animals as psychological warfare? NASA's gonna be upset when they find out where the usual funding is being funneled to.

i'm thinking more like the creature was the result of a time-travel experiment gone wrong. sorta like how the fly got stuck in the transporter?

Probably not. The U.S. doesn't like to do experiments with baldness, it's too sensitive an issue.

That's what somebody was saying, that it escaped from Plumb Island Animal Disease Research Center, or whatever it's called!
Maybe God was in the middle of creating that animal when He had to go and renegotiate His grant. Then He never went back to it.
