Seems he did the opposite: "On Thursday, he put the unlocked iPhone up for sale on eBay, where the high bid was at $12,600 late Friday. The model, with 4 gigabytes of memory, sells for $499 new."
12,600$ for an iPhone?

Unlocking cell phones is legal in most countries including the United States, but they don't have to do it for you and I believe they can embed a re-lock in updates if they want to. For the sole purpose of connecting the phone to another cell phone network, it is legal.
