I'd say:
Wal Mart is most 00's
Target seems more 90's to me
KMART is somewhat 80's

Wal-Mart, Abercrombie & Fitch, J. Crew, Rugby, Juicy, and Urban Outfitters are pretty '00s (particularly the last one.) Target is pretty '00s, too.

Hot Topic's style seems very stuck in 2002, though. I'd say Urban Outfitters sort of approximates the current styles.
