I'd say by this Fall, we will be in the late '00s.

Of course, calendicularly I'd say it goes in three's, so 2007.
Pop culturally it could go a number of ways, but assuming nothing drastically changes before the 2010's decade rolls in, we could say we've already been in the late 00's for awhile! ;)
For the sake of argument, we'll say the 2010's pop culture gains momentum in 2009 (just sounds right to me), so it would go kinda like this:
1997-98 - "Early" 2000's
1999-01 - Mid 00's
2002-08 - Late 00's

Probably sometime in '07 or '08, but that's just a total guess. I would separate this decade into the early '00s (2000-2002), mid '00s (2003-present) based on pop culture.

Based on pop culture, I'd say early '00s is like 1999-2001, mid '00s is 2002-'06, late '00s might be '07-2009.

You could be right about '08 for another reason I only thought of right now -- another president in the White House (hopefully a Democrat!). Presidental elections definitely seems to change the feel of an era, no matter what.
Then again, Reagan was around for two terms too, and the 80's were very alive and always changing, so maybe that theory isn't entirely true all the time. ;D

Yea you could put the late '90s with the early '00s, because they're so similiar. 2002 was kind of a transition year, hip-hop didn't fully dominate the charts like it does now in the mid '00s, the boy bands/teen pop stuff faded in '02 as well.

Yes. Especially 1999. 1997 and 1998 feel slightly different from today at least, but 1999 is when Britney, Eminem, Pokemon, etc. came out, and when Starbucks, Kripsy Creme and WalMart became locked into our life. Even though it's 7 years ago, it feels almost totally modern.

Yea I think the presidential election will probably end the '00s in a way. Bush will always be identified with the '00s, like Clinton in the '90, and Reagan in the '80s, and once he leaves then it will be like a new era beginning.

1998 and 99 both feel very modern to me still, 97 as well, even 96 does a little bit.

That is very possible; I remember how late 2004 seemed so changeful with Kerry's chance of winning (I'm not a huge Kerry fan, but he beats Bush any day of the year!).
Which raises another question: If Kerry won, would the change be permanent rather than back to our pseudo-late 90s stuff?

Maybe, it did seem things were starting to change in late '04. When I first heard Boulevard of Broken Dreams, I thought this is something really different, and the pop stations played the heck out of it in late '04 and early '05. And then the killers Mr. Brightside was really popular as well, again I saw it as something different than what I've been hearing from 2002-2004. However by fall '05 I kind of felt that nothing was really changing, at least not as much as I was hoping, but 2005 still had a different feel than 2003 and 2004 though.

If I could borrow the time machine from Doc to create that alternate universe ( :) ) -- I'd say it would have gone more in the "faux new wave/80's revival" direction. Things would still be 1999-ish, but changing as well, if that makes sense.
In both "realities" though, I wouldn't see it majorly changing until 2009-ish.

Good question. Three possibilities are most likely, based on right now:
1. Even more "90s-ish" culture, with snippets of new stuff
2. Something completely new and original
3. A mix of stuff from past decades, all revived with a modern tinge
I'd wager towards #3. I do think Sundance and independent movies will get a larger audience. On a sidenote, I've worked at Blockbuster for a few years, and alot of those kinds of movies that I haven't heard of before we have them, are at times, just as good as the big name stuff, if not better.
Music will be an evolution of indie rock and "neo new wave" (hopefully). TV is hardest to predict, but I think reality TV will notably fade by 2008.

technically september this year would be the beginning of the "late 00's", since that would be the start of the last 1/3rd of the decade.
to me, culturally the mid 00s would be 04-???, the early from 01-03

Noone really thought about when the late 90s would be during the 90s, or the late 80s during that time, and mostly everyone decides now that they started in 1997 and 1988, respectively.
Just let it all happen. Let the decade be over for a while, and then we can discuss it.
If I had to guess though, I'd say fall this year. I made a "chart" years ago averaging out the "sections" of each decade to be 40 months, where the 0 year to spring of the 3 year is the early part, summer '3 to fall '6 is the mid part, and winter '6 to winter '9 is the late part.
For example:
January 1, 2000 - April 2003
May 2003 - September 2006
October 2006 - December 31, 2009(pop music wise, it might end at sept. 2009)

It seems like decades are starting earlier, and are increasingly less unlike the last one.
For instance, the '60s peaked around 1969 really, the '70s peaked around 1977, the '80s around 1984, the '90s in 1993, and the 2000s in 2004. Also, even though 2002-'04 is core '00s it's still not hugely different from the latter half of the 1990s, except in feel, if you know what I mean. Even though there's '90s stuff floating around and even some '90s things that are still trendy for crying out loud, they don't make today feel like the '90s.
