Since people who are buying prescription drugs online are usually breaking the law, to whom are they going to complain? Caveat emptor.
Among the characters in Orwell's Down and Out in Paris and London is the French couple who sold very expensive postcard concealed in plain brown wrappers. When customers customers unwrapped them, they found regular tourist postcard of the Louvre, the Eiffel Tower, the Left Bank, and so forth. Since it was illegal to purchase pornography, they had no redress.
