Well I thoroughly expected someone to have posted on this topic. Guess I'll have to do it then.
Here is a full transcript of Tony Blair's announcement that talks have been going on for 9 months with Colonel Gadaffi about Libya's WMD's. They say that they will now get rid of them.

So far as Gaddafi is concerned (bearing in mind everything he has done in the last 30 years) :
"I will believe it when I see it"
Having said that I certainly hope it is true :)

There is a clear rerason why Khadaffi offered to get rid of his WMD's, and it is not entirely obvious.
What we are going to see is a series of Palestinian-sympathetic countries get rid of their WMD's, just like Quadaffi is doing in Libya.
Then... they will press the UN to denounce Israel, who possesses more WMD's than ANY country in the middle east. Israel has nukes and apparently also has some nuke-missle-capable submarines.
The US and other "WMD eliminators" have no credibility if they do not compell the Israelis to dismantle their WMD's too.
Gadaffi is not being altruistic here.
