It monitors a multitude of remote sensors such as early warning radars and sattelites while working in conjunction with all the other branches of the United States armed forces and Canadian military. They track everything from just above ground level to several thousand kilometers into space.
If you ever see the movie "Wargames" it will give you a good idea how they function.
