Way back when, he was ratting out the Italian mobsters to the FBI. Those mafia guys have a distaste for rats.

Well in certain circles they were celebrities. For example, Whitey was a celebrity within the FBI for years. Thanks to ol' Whitey, countless Italian mobsters went to the slammer (or worse) due to his clandestine work with the FBI. Of course he did not do this out of charity; it was his way of cutting out the competition so that his Irish crew could flourish.

As for Charlie, well, he too had his followers who thought he was a cool guy. Not very many people like that, of course, but in some circles he was indeed a celebrity.

"Celebrity" does not mean that somebody is universally liked. As we saw in West Virginia with Whitey.

What I would like to know is... who in the Bureau of Prisons set him up, and was it (a) to get paid for doing so by the Mafia, or (b) because Whitey was about to "out" more law enforcement type guys and needed to be silenced? ???  His relocation to the general population of a violent prison was no "accident" or "oversight".
