Does anyone happen to know of a site where I can change an AMR, audio file to video file? Thank you.

From what I can tell and .amr file is an audio file. It can be converted to other audio formats but it doesn't have any video component. There are also millions of video format/codec/bitrate combinations to choose from if a video was to be made with it. Do you know what they want to do with the file?
