Well, for the past 11 months or so, the ones across the street from us have been parking their cars in front of our house for long periods of time, and just two months ago we called out one such perpertrator on it, and he arrogantly argued against it. And lately our next-door neighbors (whom we're on very good terms with) have parked their cars out there in an effort to stop the aforementioned guy from doing it for too long.

Most of the time cartoons characters are made to cater to a specific age group. So that the kids can reflect themselves on that said character. Therefore, there's no reason why the character should grow up as there will always be new kids to watch the show after the other ones get older. For instance, Ash from Pokemon is pretty much the same age in every iteration of the show.
