I think it might be 1 per user.  I've given like 4 people karma points today, but it won't let me give one twice to the same user

Actually, if you look into your PM box the "Smite" option appears to be enabled there. Like if I sent you a PM, you would have the option to smite me.

I had to remove it by hand, looks like I missed a spot.  It might not work though even if the link is there.

disappearing karma is a new one for me.. the smite option (if it were enabled) does not remove karma, it instead displays negative and positive karma.  so that's unlikely.  maybe you think you have more than you did...

Defiinitely losing them. WBO5, Whistle Dog and another gave me one each yesterday, bringing me to 15 (and I saw 15 displayed). Adagio applauded me today, which should have put me at 16, but I'm at 14.
