I'm getting it, too. Not on every thread, and if a thread is more than one page, it's not on every page.
Nothing appears to be missing, and I can post or reply normally, but it's driving me buggy to have to scroll from side to side to read a thread.

It could be your processor's speed. I am sending this message via my brother's computer, which has a broadband (cable) connection but a 500 MHz processor. And it does it on this computer. I have two computers, an 850 MHz Athlon and a 233 MHz AMD K6. I never notice it on the 850 MHz computer but I notice it on the 500 MHz and the 233 MHz computers…
