That's British avant-garde composer Trevor Wishart (Oxford BA 1968, University of Nottingham MA 1969, University of York PhD 1973) whose work explores electronics, processed found sounds, and -- as above -- extended vocal techniques.  Extended vocal techniques employed by composers/performers such as Meredith Monk, Joan La Barbara, Harry Partch, and Luciano Berio can strike the unsuspecting listener as comical, bizarre, and -- in Wshart's case -- mentally disturbing!  You could sit on a stage and make strange vocal sounds, but you couldn't achieve what Whishart has created while seeming like a man off his nut.  Wishart holds positions at the University of York, the University of Durham, as well as composing freelance. 
He his work is available on some CDs.  My favorite Wishart compositions include: Red Bird, Anticredos, Two Women, American Triptych, and Blue Tulips.
