It's on the Before & After Science album (1977).  All the old Eno albums were just re-issued with nice digipak packaging.  The quality is much better on CD. 
Anyway, KLH is very new wave sounding.  Ric Ocasek loved it, and it does sound sort of like a Cars song.

That's what all the music promoters print on their little press sheets when they send their promo CDs around, it stands for "Recommended If You Like."  Compare FFO, "For Fans Of."  Lame music biz stuff. 
Apparently this record was re-discovered in the archives of WFMU, an indie station serving the NYC/NJ metro areas.  xex (always lower-case) didn't even make it out of Podunk NJ in their brief existence, not even to the New York No Wave scene.  Bands send around promo copies for radio, whether they make it or not.  However, only a station as big as WFMU can afford to catalog and archive EVERYTHING!  There's more about this on the link to Smack Shire.
The sound has that raw, amateurish synth sound you hear on The Normal, and early Fad Gadget.  I threw in Devo and the B-52's for their New Wave sensibilites, and socio-political sense of humor, and Suburban Lawns for the strange female vocals.
I have discovered some obscure treasures from years past at my own radio station.  xex wasn't one of them...
xex is a real taste of 1980 also with its cold war angst, references to radicals, socialism, and Soviet nerve gas!

Justin Time Records is a big jazz label in Montreal.  They put out four or five of his CDs in the '90s.  More recently his stuff is coming out on Actuellecd.com, a more avant-garde label, also in Montreal.  He also records regularly for CBC and Radio Canada.

I can't stand "Break Your Back!" In fact the first (and only) time I listened to it, I couldn't finish the song! I had to skip to the next track because it was hard on the ears! Urgh! I always considered it Ultravox' foray into Malcolm McLaren-land. :) Never heard "Building." It must be on Ultravox Rare Vol. 2 which I haven't got. I have Lament on LP as I do all the others, so it's not on there!

Speaking of Ultravox...I just finished listening to "The Man Who Sold The World" by Midge Ure! (Thanks, Indy Gent, for telling me about it!) Really great cover. Very Ultravox-like. I'm still waiting for "Ain't Misbehavin'" and "Monkey Jive" (Tiger Lily - pre-Ultravox 1975) to download but neither of them have started! >:( Not many people had 'em!
